My rubbish was collected yesterday from 64 station road Kings heath Birmingham B14 7SR

As well as the rubbish being collected so has my general waste bin disappeared. I have telephoned the council and been advised that I will have to pay £20 for a new Bin. I have had no rubbish collected for weeks and now I am penalised for the bin going missing. I will not be paying £20 for a new bin please advise how my rubbish will be collected in future. I pay full council tax and do not use any other services appart from rubbish collection. I do not use schools, emergency services so what am I paying for.
